JEPE is a the Java Eclipse Pokémon Engine, designed specifically for fan games. If you'd like to use JEPE to make your game, register your interest on the forums, or just go ahead and do it. Forum registrants will gain access to our servers, non-forum users will need to provide their own.

The engine is not finished, but is progressing steadily.
